rolling halter off

I have a good lead on a belgian to replace good old Rusty or at least to help him out. So far only thing I hear about him except he needs a few good days work is that when in a tie stall he will roll out of his halter. Been suggested I use a neck rope on him. Any ideas about how one can go about correcting this or preventing the behavior. I’m really only set up to use tie stalls.
